For Kyoto Video’s 3rd Anniversary, we finally tackled the strangest  product of the 80s OVA boom: Cipher the Video. A 1989 anime that would  rather spend its valuable runtime on licensed pop music, extended  montages and stiff English voice acting over adapting its source  material. But maybe, that’s the point? Let’s hear it for the boy!
